Suggest Zilean Changes

How would you change/buff Zilean ** ?**

My suggestions are:

• making his W produce a shockwave around him that slows/damages enemies

• making so if E is casted on an enemy, the enemy will receive low periodic damage (in addition to slow)

• making R damage enemies near the target affected by the ult, be it an explosion when the ally dies, or periodic aoe like cinderhulk.

• giving his passive effect on level up to nearby allies

• passive: reduces the cooldown of activated items (or could be summoner's spells) of nearby allied champions

• passive: each spell cast by Zilean reduce the cooldown of nearby allies (including self) spells by 0.75 secs and increase the cooldown of nerby enemy champions by 0.75 secs
