Is the lolwiki wrong? or am I wrong about the base ad of Jhin?

I tried to look some stats on Jhin to try an understand him better.

To me while he has lowbase AD at the start of the game it seems like he he gains more than what its listed on the wiki. http://leagueoflegends.wikia.com/wiki/Jhin

His base AD is listed as 53 – 113

But how can he gain +30 AD from steraks?

Steraks gives +25% base ad which would give jhin [ 25% x 113 = 28.25 AD]

If he where to get +30 AD from steraks that means his base AD is actually 120 AD

This means he actually has the 13th highest base AD in the game.

Unless I am wrong

I wonder if his base AD is actually 113.XX - for a quick example take 113.90.

113.90 * .25 = 28.475 extra AD from Sterak's

113.90 + 28.475 = 142.375, and since the game doesn't show decimals, it may round up to 143.

143 - 113 = 30 AD from Sterak's.
