So what is the counter to Vlad's W?

He can go under turret and do a whole Combo and skip 2 turret shots.....

He can just W and skip some champs whole 4 button Combo

Baiting it out is not really a def because he builds CDR and has really low CDs

it has a 28 sec cooldown at lvl 1 and typically leveled last.

so there is plenty of counter play to it

Wave management in some form or another. Vlad's kit is designed to stall out lanes indefinitely, so you have to build up enough of a CS lead that you can just dive him and kill him no matter what he does.
