There are 2 potential reasons for this.
1.: If you actually look at the account you'll notice just how little this person actually plays so it's possible that if this is him then he just hasn't put time into ranking up.
2.: it's very likely that isn't even his account and that his real account has a completely unrelated name and is in high elo where it should be. This is more likely than anything else. Unless fearless himself confirmed that that's his main account then it's not worth using that as a source of his validity.
