How about getting rid of flat pen altogether?

Does league really need flat pen? Do mages and assassins need lethality and Mpen to function? If so there needs to be some serious changes because removing them would make the game so much better.

Lethality items are too overloaded. Lethality is too powerful of a stat to not punish people for taking it. Keeping the lethality the same but nerfing the AD on them might be a good idea.
