Question about Veigar's PBE changes

he still has the delay on his E and cast time, but the warning starts at 0.25 seconds when he begins his cast time, as opposed to when his cast time ends.

Does this mean that the stun pops quicker?

Also, about his E stopping dashes, it brought up an interesting idea. Since you don't want an instant stun, but since its not really a skillshot and is reliant on enemies WALKING into it to get stunned, which is almost never going to happen, I don't see how current Veigar can be viable. So how about you change him.

Remove the Cast time from his E, make the delay 0.5 seconds, but instead of stunning people, it is now a 5 sided Azir ult wall that lasts longer as it is ranked up, (2/2.25/2.5/2.75/3 seconds) While up, enemies cannot move/dash/etc out of/ into the box. Flash/blinks still work. Like I said, a 5 sided pentagon box that enemies cannot move through, similar to Azir ult.

Then you reduce his W delay so he can actually hit someone with it, and make his ult a skillshot but add 150 range to it. Boom, Veigar is viable.

I'm pretty sure it means that they effectively cut the delay by .25 seconds.
