wouldnt taliyahs q have been less awkward if it worked entirey the opposite way?

i havent played and seen her that much, but first of all her q would make thematically more sense if the single pebble throw into worked ground came first and the barrage only on worked ground. i mean she losened up the earth, so youd think it would be easier for her to pull up more material to use as ammo.

second, it would kinda make sense gameplay wise if she was restricted to using her barrage on worked ground, but could use it more often to waveclear or attack.

The worked ground is to imply that the area she used is not optimal to be used as ammo. The less destroyed the ground the easier it is to manipulate because it yields more. For example: Before you cut the grass there is a lot of grass to be used however you want, but after you cut it, there is a lot less to use although it is still there. This applies to her worked ground, before you use it there is a lot of good strong earth that will produce big chunks and a lot of them, after you use it, you leave it in a much less workable state and there is technically "less" ground to work with.

That would be terrible with a kit made for roaming, and would also mean that her Q would have to be a lot less powerful in order to avoid her just setting up shop in a lane and pushing everybody's shit in.

youre right when it comes to roaming, but otherwise its just a matter for how long the worked ground persists. the worked ground cooldown would be much shorter, not the q damage itself lower imo.

i still think it would make thematically more sense if she prepared a piece of land by cracking it open so she then has an area where she likes to fight on.

not sure how to solve the issue of her roaming though. shed need a different e for that imo that also creates worked ground.

so she could drop in, w + e to create worked ground and deal damage and then follow up with a q.

i mean she losened up the earth,

That's one way to read it, but that isn't how I read it. The way it makes sense to me is that she ripped up all of the easily moved earth and now only has much tougher and harder-to-move bedrock to pull up. From that point of view, the current design makes much more thematic sense.

That seems like an assessment made entirely about laning. The potential benefit from laning is minimal (and really, I think having the limitation on her very strong poke/waveclear is probably healthier), but the costs to everything that isn't laning would be huge. Her Q would be worthless anytime she roamed, which she is heavily incentivized for doing. It would be worthless anytime she was chasing or being chased. Gank someone? Q is bad. Ult in? Q is bad. It would require her to spend a lot of time preparing potential battlegrounds before fights, which sounds more like a boring chore than an interesting mechanic. It can already be a bit tedious on Illaoi and Zyra, and they have the advantage of doing it automatically.

I just see so many downsides to this, and only one very small benefit. We'd have to majorly rework her kit to support this change. I don't think this is a good option for her.

When they say "Worked ground", I think they meant it as if the ground is like a road : flat and no rocks can easely be grabbed out of it.

The designer was actually thinking of the name exhausted groud, but was finally realeased as worked ground, so I think you are right
