To Riot: Are you afraid of adding Grievous Wounds to champion's kits?

Riot used to be removing Grievous Wounds from champions which previously had them. Examples include - They are okay with and having it, however (to the point that Riot didn't removed GW from her ult in her recent rework on PBE)

However, Riot seem to be experiencing with adding GW to other champion's kits, but for some reason they are reverting it before they even come to live. Other than the recent change which made her Q add Grievous Wounds to a target below 40% health, in a previous patch there was also a change to which made his Q apply Grievous Wounds (regardless of the target's current health) but this change was also reverted even before it could came to live.

For me it seems like Riot is trying but they are afraid of adding Grievous Wounds to other champion's kits, I don't know why, though.

The reason why (i think) is that adding GW to a kit could make a champion an instant hard counter to sustain based champions like Swain Aatrox etc

the champions that use lifesteal or an ability to regain health usually really rely on it.

because if a lot of champs had grievous wounds (mainly adc's) item 3033 would be worthless and item 3036 would overload them

Pretty much what the others have said, to inherently have grievous wounds in your kit makes you a direct counter to other champions. Having to invest gold into the item that gives situational grievous wounds is a much better way to go about countering champions. If you just inherently give grievous wounds to certain champions you get an overwatch complex where certain champions just completely nullify others, it's really annoying and poor game design.
