They're nerfed because of how strong good kalistas and azirs are in higher elo. They're just high mechanical so they seem weak but master at these champions just make them incredible broken with their kits.
Rek'Sai is the only one not broken in any elo, and only in LCS due to the LCS meta.
Vlad needs more nerfs as he's the most unpunishable laner in the game right now, there is very little to no counterplay to him no matter what elo you're in and the banrate shows that.
