I understand when you roll for a random skin shard, it's going to be random, but I don't understand why Riot is so mean to us. Giving us something that we already have is like a homeless kid give you the middle finger after you give them 5 dollars. You did them a favor and this is how they repay you? I don't care what the reasoning for this is. This just isn't cool Riot.

Idk, unless it's different to other Valve games, otherwise there is no way to get the keys if you're not paying cash, even though they drop cache like crazy. Unless ofc, you've been playing some trading card or hat economy and getting some of that cash for it, but that is stretching a bit far with the definition of "free".
And really, game distribution and price slashes aside (which are awesome), Steam real-money marketplace is just completely busted and insane.

Riot just got on this key/chest bandwagon way too late and is still using the original design model rather than going with the updated one.

Turning three skin shards into a new skin is guaranteed to give you a skin you don't own unless you already own every skin available in the store. The key is that it has to be a skin that's for sale in the shop -- discontinued or otherwise locked skins won't be available to be rolled. This is why I haven't paid for any major skin or champion release in a long while, as I own all previous offers and just reroll my skin/champ shards to get the new ones for "free."

You're completely right. The only way to reroll something that you don't own is if you own everything in that category of items. Opening a Hextech Chest on the other hand gives you a completely random selection of loot. You may get duplicates.

What is odd though I remember one time rerolling 3 champ shards and instead of unlocking a new champ automatically it gave me a champ permanent for a champ I didn't have. I was able to activate it but why did it do that.? I suspect bug or momentary store issue.

Just my experience, but I unlocked the 19 remaining champions with them and never had an issue with pre owned rerolled skin shards

Not only it won't give you something you own, but it will give you permanent, not shard. So either your Hextech is uniquelly bugged or you have no idea what we're talking about.

I think it's probably to give players the option not to take the Champion. If they don't like who they rerolled then they can disenchant the Champion Permanent for some Champion Essence, or they can save the Permanent for another reroll (however crazy that is).

I mean, most of the stuff you can get from chests you can buy outright anyways. Paying money into those chests I assume is to try to get those skins which can only come from there-at which point you're paying to get more chances at a rare skin, which I don't think is unfair-they're supposed to be rare. It'd be pay to win if they didn't get repeats, something the game isn't about.
I really don't get how people can complain about a system that's 100% free in a game that's 100% free giving them entertainment for hours on end....

Regardless of whether the chest was a free one you earned for getting an S on a champ or one you bought with rp, it doesn't really matter. You should get something that you don't already have.
