haha good fuck blitz, he is the reason you can never pick a single immoble champion bot lane.
The animation does look weird, but seems like he pressed E just before the hook it him. This isn't really just Ezreal and Rakan. Riot awhile back made many mobility skills continue to move them even after being hit by CC.
