Dark harvest should do ~1.25x base Elec/Comet damage and do 50% damage when procced from multiples

Electrocute is 30-180 damage +40% bAD and 25% AP

Arcane Comet is 30-100 damage + 35% bAD and 20% AP

Dark Harvest in its current state is 40-80 damage + 5 per soul + 25% AD and 15% AP

Change it to 35-65 with the same soul and ratio scaling, and add a caveat similar to Heal's embargo against double casting it with a duo lane where subsequent dark harvest procs on the same target to less damage.
