agreed especially during the laning phase only a bad vlad would lose the laning phase
most lethality abusing monkey champions can just fight and kill him before he ever gets to be a problem
junglers will try and abuse a vlad lane since most vlad players try and land empowered Q on their lane opponent and that is very clear and obvious time to go in
other options include champions that just outright dont interact with vlad or vlad doesn't want to interact with. see: malzahar
have you rushed a executioner against him? i do this against any champ with sustain to include Swain.

Vlad is incredibly weak until the mid/late game. All he will be doing early game is farming and trying to poke you with his Q, E and empowered Q. When his Crimson Rush bar hits two, back off. His empowered Q does hurt and a lot of people underestimate its damage.
Pick long ranged champions against him so you can exploit his weaknesses and force him out of lane.
Vlad has no inbuilt mobility (apart from Crimson Rush's haste and maybe the troll pool) and relies heavily on both Ghost and Stormraider's Surge to catch up to opponents. Picking champions with hard CC can stop him when he tries to all in someone.
Keep track of the troll pool and punish him when he uses it offensively or defensively.
Hide behind your minions when you see Vladimir charging his E. It can be blocked like a Blitz hook.
Every single mage rushes Morello (so if you get him low enough, he cannot heal back the damage you deal to him). If you can, take ignite (so you can instantly apply Grievous Wounds when he all ins you) or take Exhaust to reduce his damage output.
Vlad's passive causes him to be incredibly vulnerable to %HP damage.
Make sure your ADC has an Executioner's Calling by the time teamfights come around.
