Armor is the most worthless stat in the game because of this item. And I think it could be fixed with one simple change.
Make the armor shredding passive a buff on the champion using it that grants armor pen instead of a debuff on the enemy that shreds it off.
Then the entire team doesn’t get this armor nuke but you still get the pen.

How is that a buff? They still have to stack it. Sure it’s a buff for that one champion, but now the entire enemy team doesn’t ignore 24% of your armor.

Yeah but before it was one champion having to attack another champ 6 times to get that benefit which would only effect that one enemy.
With your change one or more champions can build the item then shred entire teams for it's duration. You end up with characters ignoring up to 24% of an entire teams armor as opposed to 5 champions ignoring one champions armor.

Yes. But to get that effect you need to invest 15k gold. Which no team is going to even think about doing.

Lemme simplify this for you. Darius is fighting his lane opponent and gets 6 cleaver stacks. If he gets ganked he retains that 24% armor shred against all enemies that fight him. In team fights it would be the same thing, where he can casually fight a tank to gain stacks then move to a new champ once fully stacked.
It's even worse for ADCs because they can apply BCs passive from range, then swap between multiple targets chunking them down because they ignore a quarter of their armor.
It would be insanly gold efficient, leading to at least 2 built per match because of the passive and bonus hp the item gives. 6-9k isn't that much anyways so there's no way anyone would pass up on that item.

if anything this item needs a buff. maybe they should slap 50 health on it or something like that. increasing the movement speed bonus on the rage passive might work too.
