Poor quality matchmaking lately is probably because players are not playing as often resulting is longer queue times. To cover this up riot made elo less dependend on your teams matchmaking resulting in unfair matchmaking in nearly almost every game.

(Nor is it evidence of Riot plants to punish the player for criticizing them.)
