Something that I don't understand about Mordekaiser

does not need attack speed at all, yet he has the 8º best level 18 attack speed value in the game (without masteries, runes, items, etc), the second best level 1 attack speed (without masteries, runes, items, etc) and has one of the best attack speed scalings in the game. (All that according to the wiki: http://leagueoflegends.wikia.com/wiki/List_of_champions%27_attack_speed )

I would like to know the reason for that since there is no Mordekaiser build that makes use of attack speed, nor his abilities scale off or have synergy with that stat.

Generally, most units have excess of stats that they don't build (sort of like how tanks have the highest base damage, or assassins have the highest base health). Riot is phasing this out more and more, but the original thought process was to compensate for the fact that they never built items with those stats, or something of the sort.

But at least a tank can use his high base attack damage to last hit easier during early game, and the assassin can use the high base health to survive better.

Mordekaiser literally does not make any use of that high attack speed, unless for some reason you build him with an AD crit/attack speed/lifesteal build (which is, for obvious reasons, not viable).

I agree, all I'm saying is they used to give champs stats in order to make them play a certain way without thinking so much about their kit. Mordekaiser was the first Mage/Fighter hybrid in the game, and at that point, their idea of making him a fighter was sustain, magic damage abilities, and stats that encouraged building AD as well. That's part of why he kind of turned out to be a flop and is better suited to being a mage or AP tank.
