Make Garen's passive require 3 ranged auto attacks or one melee auto or one spell to break
He's going to be a shit champion if he basically instaloses to any ranged champion because they can keep his passive down with zero risk and he has no gap closer.
Make each charge to break autos refresh separately, but if all three are down, then he has to wait the full duration for another three rather than just having his passive up the entire time.
This won't make him any more oppressive against melee but it'll help him with range. It can probably go away by rank 3 of his passive because he doesn't need it by then.
