Sion with spectre's cowl can already technically be healed so it doesn't matter

If you deal less than 150% of his base health regeneration to him, he will be healed by the Spectre's Cowl for more than you dealt.

And with his shield up, that damage will proc the regen, but not pop the shield

Spectre's Cowl doesn't proc through shields.

As an Eve main, I upvote this. I feel bad when I abuse my E against a shielded Sion, and I think -1 damage will prevent Eve from getting 100% pick/ban ratio.

Well, the only interactions i can think of left after those ninja ones are "This unit is a mighty Pirate!" "This unit is a mighty Pirate! Hunter!" Zilean vs Volibear stuff, Rengar vs Kha'Zix stuff(Only kha'zix really benefits from it now) and umm, uhh, tryna remember the last one. I can't though.

Actually Rengo gets an extra buff that he can't otherwise get from BTN when It becomes head of Kha'Zix. This buff gives Rengo increased vision range when he's in a brush. Just fyi :)
