For example building lich bane would make the AoE deal the lich bane sheen damage instead of IBG base damage, and or similarly if you build TF. Would that be too busted to even consider?

Now double-triple that damage depending on the AP items the LB user has and ask the question again lol. Sure, part of what made RG ridiculous is that it was all magic damage, but that's what this would do, only with more oomph from a better ratio.
