I wouldn't say he's unplayable but he does have extremely bad matchups, and generally has to abuse weird early build paths. (Like dark seal spam for the insane sustain) You also need to have incredible map awareness to play singed at any sort of competent level - Singed needs to be consistent and not just handing out occasional free kills, as he does fall behind pretty quickly.

He definitely does need work, and like somebody else mentioned they are working on him, but if you want to play singed, play singed, just be aware he's a very specialist character and you need to know matchups, build paths, and map awareness/control like the back of your hand to make him reliable.
