Why is Zonyas Not on a longer CD?

I'm actually legit curious as the thought process behind Zonyas really low CD. Imo its Active is much Strong than GA yet GA has a MUCH longer CD, the ability to CHOOSE when you get a jail outta free card is much more valuable than the enemy getting to decide.

Because Assassin burst is on low cooldowns.

GA provides AD, making it useable on pretty much every marksman, which is a big deal.
Zhonya's doesn't let you live through more damage. Sure, you can dodge a dangerous effect, but you have just as much health as when you entered stasis. GA effectively gives you a larger health pool.
Zhonya's needs at least some awareness to use. You can equip GA and forget about it and it will do its thing, but Zhonya's requires you to be on the lookout for incoming abilities and time it to avoid the damage.

You don't need to activate GA. It also restores some health and is cheaper.

If I remember correctly it was on a 120s cd before and they pulled it down to 90, but this was several seasons ago.

unlike zhonya's, GA is trash. after killing you the enemy will sit there and wait for you to respawn to kill you again. while they can camp you with zhonya's, GA has 3.5X cooldown so you feel more punished for having it wasted.
