I don't think I've ever been able to properly Flash over Azir's wall, though the wiki says you should be able to.

Blinks are distinct from dashes and can bypass the wall (e.g. Flash, Arcane Shift and Crowstorm

Do you literally need to be right up next to it? I know Flash is a 425 range blink, but I'm not entirely sure on the width of the wall.

No. The issue is that you cannot attempt to flash over the ult prior to it being completely finished moving. While the ult is still moving, it'll always shove you back over, which is (i believe) a bug and super annoying. So basically, you just have to wait a super long time until it's completely in place, and THEN flash over it. So it essentially punishes a good reaction time, which frustrates me endlessly.
