Why are no champions that use targetted spells getting compensation buffs besides Pantheon?

Pantheon was the one true standout problem that this change addresses, and yet a ton of champions just got nerfed because of this ONE champion, and yet he is the only one to receive even the tiniest sliver of compensation?

Kassadin basically has no way to trade back damage in early lane anymore, LeBlanc won't ever want to prime her passive with her Q anymore because she'll be taking minion hits for 1.5 seconds, and the Cassiopeia rework was completely pointless because now using E will never be worth it without Q anyways.

Riot said that this change was a possibility not that it was bound to IMMINENTLY happen the next patch.

Pantheon is the only champion that has an ability that can be affected or taken away by minions.

I think lane shoving is going to be the biggest problem going forward with this, not taking a hit or two from minions. If you harass now, you will began pushing the lane towards your opponent.
