Do a little research, man.
A. Not the "same move."
In fact, the only thing they have in common is that the champ becomes untargetable. They don't even scale the same way. Vlad's pool is not a dash, and Fizz's hop is not an AoE DOT.
B. Not the same champ.
Most of Vlad's abilities have enough range to be used safely. His pool is on a high CD because he's not as dependent on it.
Fizz is melee, and his abilities require him to jump on someone and put himself at risk. Hence, he's a lot more dependent on escapes to stay alive. Also, the mana cost is crazy high.
Varus would be a bit OP if he had more mobility than he does. He already has an engage/disengage lockdown+damage ult. His W passive deals %health damage when procced. And he has an enormous snipe to trigger blight stacks on escaping targets. I'm betting you'll see him a good bit with the emerging Tank meta.
Ashe does need some help, but she's not weak. Her passive, strange though it is, gives her a good amount of crits. She offers tons of utility in the form of slows, vision, and a global stun. Her W offers surprising damage. She just doesn't really fit with what most adc's want right now.
And, neither of them is the worst ADC.
