New Fiora : What counters her?

I have been having trouble understanding how you are suppose to counter the new fiora, since game play wise the only thing you can do is kill her first. She does too much up front damage with no drawbacks. Her new passive has 0 counter, %max hp true damage.

In terms of top lane, she just feels too oppressive against normal top laners.

What do they expect you to do against her? or who are you suppose to use?

Teamfight? She has no AOE - you can get Hydra and Statikk for AOE, but again it's not comparable to the old omnislash ult.
