Champion/Item Mechanic : Punishing Action

I had a random thought and i wanted the Community and maybe Riot's thoughts on in game mechanics that punish a player for taking a specific action.

Easiest and only real example is Thornmail/Defensive Ball Curl, which punish players for attacking the Source/Caster. Other semi similar examples would be Obvious zone control persistent AoE skills. Nunu Absolute Zero, Morgana Soul Shackle & Tormented Soil, etc.

Why i bring up those, I am just curious on the in game balance and clarity implications on abilities that might be more punishing. Example: Say you had an ability where you launch a skill shot and it marks a target for X seconds, During that time if the enemy uses an ability they are given some kind of debuff ( Stun, Snare, Silence, slow). This primes your target to not act until the mark has passed unless the penalty for the action is small (thornmail countered by enough lifesteal)

What are your opinions on these kinds of abilities where the punishment is much more than just damage as well as avoiding is more voluntary than just try to "move away"?

I wouldn't mind seeing this in game, don't think it would be a bad mechanic at all.
