Am I the only one that thinks Shield Bash will be OP?

Getting a mini electrocute every time champions self shield, aery is used, chalice passive is used, enchanter shields used.

Not to mention bonus resist/shield.

Isn't it pretty fucking obvious it's going to get abused, and that its overloaded for a minor rune??
