Skarner rework concept, again.
Ok, so its been a while, and here is yet another rework idea. With this one, I pretty much keep everything the same with some power redistribution, and a new passive. Enjoy!
**Passive: Brackern Song of Fury **
Skarner is a champion who gets more terrifying the longer he fights. While in combat, Skarner generates fury at a rate of 10 per second (max 100 fury). He gains an additional 5 fury per Basic Attack, and also gains 5 fury if crystal slash hits at least one enemy (both double to 10 vs enemy champions/large/epic monsters). This fury slowly drops off while out of combat. When Skarner reaches maximum fury, his Basic Attack restores 1% of his maximum mana and Skarner's Crystal Slash and Crystalline Exoskeleton become empowered until out of combat at which point his fury resets to zero.
Fervor: Every point of fury grants Skarner .2% increased attack speed and .1% increased movement speed. Each rank in his ultimate increases this amount by .1% and .05% respectively.
MAX Attack Speed: 20/30/40/50% (at levels 1/6/11/16) MAX Move Speed: 10/15/20/25% (at levels 1/6/11/16)
Q: Crystal Slash______Mana Cost: 12 ________Cooldown: 3.5 seconds
Skarner deals physical damage to all targets in range. As long as Skarner hits at least one enemy with Crystal Slash, it becomes charged for up to 5 seconds and also deals additional magic damage. Basic attacks against non structures reduce the cooldown of this ability by .5 seconds, doubled vs enemy champions.

FURY BONUS: While at maximum fury, Crystal Slash deals additional Hybrid damage. Physical Damage: 3/6/9/12/15 Magic Damage: 3/6/9/12/15
W: Crystalline Exoskeleton______Mana Cost: 50_______Cooldown: 14/13/12/11/10
Skarner shields himself for up to 6 seconds, gaining movement speed that ramps up by 16% over 3 seconds while the shield holds.
Shield Strength: 80/110/140/170/200 (+8%max HP)(+70%AP) Initial Speed Bonus: 0/4/8/12/16% Max Speed Bonus: 16/20/24/28/32%
FURY BONUS: While Skarner is at maximum fury, Crystalline Exoskeleton also grants slow resist while the shield holds. Slow Resist: 20/30/40/50/60%
E: Fracture________Mana Cost: 55__________Cooldown: 14/13/12/11/10
Skarner launches a blast of energy in target direction, marking enemies hit with Crystal Venom for 5 seconds and slowing them for 2.5 seconds. Skarner's next basic attack against a target marked with Crystal Venom will deal bonus magic damage and stun them for 1.25 seconds, consuming the mark.
Magic Damage: 80/95/110/125/140 (+35% AP) Crystal Venom Damage: 20/30/40/50/60 (+35% AP)
R: Impale
Skarner roots his target for .25 seconds as he brings down his stinger, dealing hybrid damage and suppressing them for 1.75 seconds and instantly generating a large amount of fury. While the target is suppressed, Skarner can move about freely, dragging his victim along with him. Skarner can cast Crystal Slash (Q) and Crystalline Exoskeleton (W) during this time, but he may not basic attack or cast fracture (E). When the suppression ends, the target will take the same magic damage again.
Physical Damage: 60% AD Magic Damage: 40/70/100 (+50% AP)
Fury Generated: 20/60/100
