New Kayle's passive is too rewarding for something that only requires time passing to attain

If she had to farm things or otherwise meet some sort of gameplay condition it might be better, but as she is now she gets a huge power spike just from doing nothing but hanging back and waiting 16 levels. That's not difficult enough to accomplish for the amount of power buffs her passive gives her.
