The difference between Lux E and Viktor E is that one has surprising damage, the other just feels like a slow whittle down. Take a guess which is which.

Wow, you make such a coherent argument. /s So much for your defense of Viktor- Rioters don't use win rate as the sole factor when buffing or nerfing a champion. It is ONE of the factors, yes, but it isn't the sole one. This nerf is justified like the Swain nerf (One combo either forced you to burn flash or back) and the Karthus wall nerf (When can I moooooove).

You mean the ones from last year that did nothing to keep him from being one of the highest picked mids?

Right now he has a pick rate of 34% and ban rate of 7% in pro play worldwide. Viktor is more in need of a slight nerf than any buffs.
