It's a balancing act. People used to complain about turrets being too hard to take down which made games last forever.
It's good, even necessary, for turrets to be weak at 45 minutes. It's OK for them to be kinda weak at 25 minutes. Right now they're weak at 5 minutes and that is not good.
The whole system of early vs. late game champions and items is balanced around the game length. A substantial change to game length will make half the items and champions in the game overpowered or underpowered because of how their power curves interact with the game length. Too short games are also less fun and epic feeling.
P.S. I've only been playing 2 years or so, so I haven't seen any time when turrets were legitimately hard to take down. But they haven't always been as complete pushovers as they are this season.
