Riot, can we talk about anti-abilites and recent champ balance?
Lets start out with new Sion. He's supposed to be a unstoppable juggernaut, yet he has some of the lowest base HP in the game and is one of the most kitable/dodgeable champs in the game. The only skill he has that is hard to dodge is his E, which scales with AP, has poor scaling, and is never going to be maxed first.
He has to deal with incredibly low base health to make up for the fact that he can build up bonus health by CSing and getting kills. Well heres the thing; because he has such low base health, he cant fight anyone early because he needs time to farm, leaving him at a disadvantage in what is supposed to be his greatest strength. That is the definition of an anti-ability. He is supposed to be tanky, but has to deal with being sub-par healthwise for most of the game in order to actually access his strength. This is just a straightup nerf.
Champs that have access to indefinte scaling but have a good design would be Nasus or Veigar. They can actually use their strength, by stacking Q or gaining AP with good ratios. They don't have low attack damage or high CDs on the skills that are their bread and butter skill, or have horrible AP scaling while being able to get extra AP.
Speaking of that, another anti-ability would be what you have done to Cass. She used to have good AP ratios and CDs, 0.8 AP ratio on Q with a 3 sec CD, 0.15 AP per sec on W on 9 sec CD, 0.55 AP ratio on E, 0.6 AP ratio on R. Now her ratios are 0.35 AP on Q, 4 sec CD (-0.45 AP, +1 CD), 0.10 AP 14-10 sec CD on W (-0.05 AP, CD worse at all ranks and worse early), 0.4-0.6 AP ratio on E, meaning that she has to level it first, losing wave clear. And she lost 0.10 AP and 50-100 base damage on her ult.
Yet you gave her a way to get increased AP and CDR while destroying her ratios and CDs. That is an anti-ability. She has to deal with being an absolute hindrance to her team for 30-40 minutes all for the chance to be a hyper-carry on an immobile mage who gets blown up in a second. And its not like her damage is even burst, its sustained damage, meaning that she has to sit their for 3-4 seconds to do anything, she cant just go in and unload in 0.5 seconds like fizz or zed or even yasou, and then have a safety to get out.
Its not like her previous self even built straight AP. She built as a tanky DPS mage, ROA, Rylais, Zhonyas, Landrys, seraphs for the shield or Wota for the heals. She wanst about big AP stacks endgame, she was about survivng long enough to deal her insane DPS.
Riot, you thought you were buffing these champs by giving them scaling strengths, but if anything these changes were a major nerf since in the very category you buffed them in, you nerfed them in their base stats/ability scaling, meaning that they dont see any sort of benefit until 40-50 minutes in, after being a non-factor for 30 minutes.
Tip; if your going to give a champ a strength, their weakness has to be somewhere else in their kit. Aka, health their strength? give them low armor/damage, make them slower (sion is already kitable enough though). Able to get massive amounts of AP? Make her mana costs go up so she has to build mana/chalice. That gives them strength and weaknesses, not a weakness that cancels out their strength, leaving as a meh champ
