Can we have a champion, not balanced around kiting: ADCaster cannon-type carry ?

ADC or midlane, I just want one heavy artillery satisfying character. I don't care if he or she has 0.625 base attack speed, I want it to hit hard. Maybe AoE like but in a different way?

I know jinx has a "cannon" but she doesn't have the heavy artillery feel to her; more of a shooting maniac than anything.

I want cannons, explosions, slow attack speed and awesome spells. Think explosions and 's energy repulses; I want to feel the power!

Can we have something like that ?
