Nothings stopping you from playing a bruiser bot right now anyway - you didn't need Mordekaiser to be ruined to do it.

Ever heard about the "kill lane"? It's been a thing since FOREVER.
Except you know what? Kill lane requires a gap closer and hard CC, both which Mordekaiser doesn't have.

You have a very optimistic view that this will actually work out.
I have to disagree. I won't complain too much until I play him, but this could put him at a serious disadvantage in taking him anything other than bot lane. If they have to do this, why not limit his W to only allies and large minions (cannon/siege)? At least then there is a window of opportunity to use the power of that ability.
That said, I guess if they had to choose anyone to break the bot lane meta, it makes sense to use Morde. I personally don't want him in bot lane, but there aren't many Morde mains out there to complain. And who knows, it could work at shaking things up.
Tbh, he doesn't need to be bot lane champ, it's just that in order to use all of his assets, he must be played bot lane. Damage from his W? Nobody cared about W when playing Morde, everybody maxed it last and used it more for it's defensive stats than his damage, and even so, you can still use it on your jungler when he's ganking your lane for ms buff and quick damage from detonation. The weirdest change for me is adding AD ratio to his E, but I kinda like it, I was already experimenting with building Morde as AD-AP hybrid (
) to a moderate success, and now that build of mine is going to be kinda strong. At first, I was very sceptical about him, but when I saw all of his changes on PBE, I'd say it's not bad. He is going to change his identity, that's for sure: he won't be burst mage anymore, but he will still be very strong. I'd say play him mid so he has easy access to dragons and play him bot lane only with friends in duo.
