I build the same attack speed items on Kog as I do with other ADC's (I was troll building)
The attack speed I got on Kog was slightly higher than other champions 2.07z
Normally I would get around 1.97 or something similar.
Why does Kog'maw have a 30% speed increase passive, but has about the same attack speed as other marksman?!
That is like giving somebody 5 bucks, and then taking back 3 bucks stating that you just gave them 5 bucks. Like. What.

- Kog'maw doesn't get that 30 speed boost immediately, he gets it as he ranks up Q.
- Kog'maw is a hyper carry. He has a monstrous late game, and will wreck if you can't get to him.
I would also like to mention the differences of definition of hyper carry throughout games, including in the community. Generally, when I hear the term hyper carry I think of champions like: 
because they have either a reset or a passive to push forward what could have been 1 kill, 2 kills.
Other hyper carries:

They aren't even comparable.
The definition of Hyper Carry isn't someone with resets, it's someone that has an extremely good late game compared to other carries (Tristana, Jinx, Vayne, and Kog'maw all fit that perfectly.) Kog'maw isn't seen as often due to those reasons you mentioned (on top of being super squishy), but it doesn't change that fact if you have a team that protects Kog'maw from being dived upon, he can be extremely strong.
(Also Vayne desperately needs looked at anyways. At the very least, BoRK needs looked at since she isn't the only one that abuses it.)

Protect the Kog comps work in LCS level competitive play, but basically nowhere else.
There's a reason why Koggy has the lowest pick rate of any ADC outside of Quinn in Solo. Vayne does the tank-buster thing better and Jinx does the long-range auto attacker thing better in Solo.

He is immobile, hardly has good poke damage if built AD and has a pretty crap slow. He shreds armor and does percent health with W, but he should do WAY more than he currently does. It makes me sad honestly, that Kog'Maw is considered to be a balanced adc as far as Riot is concerned.

Even with his resist shred, Koggy deals less damage than Vayne to hard targets with more than 120 resist. When her ult is up Vayne does more damage than Kog to everything.
Koggy isn't a common pick in LCS, but he shows up now and again. He gets run AP mid about 2/3s of the time, too. ADC Kog may as well not exist.
