Singed needs some early game durability buffs.

Compared to how so many newer and recently remade champs just get powercreep damage while SInged tickles everyone to death early on, I really wish he could get a durability boost to match his whole "need to get right on top of people for prolonged durations" design. For as slow as his ramp up is, he really should be bulkier and harder to take down.
