Time to seperate Magic Pen from the boots (sorcerer)

Now that the jack of all trades (old item 3151 ) has its magic pen taken away and placed into the new item 3165 with a much better GW than before, i think it is time for item 3020 to loose its MP and placed on a more slot-efficient item.

First of all, many mages would build old (item 3136 ) early on for that nice MP and then would finish item 3151 later on unless you were someone like Brand. However, the new item 3916 builds into a niche item that belongs to AP assassins now. The main purpose was to give AP assassins early MP and for mages to rely on item 3135 instead of MP. However, the new item 3165 is more costly, doesn't build in from item 3802 , has no mana passive or flat mana and doesn't give 100AP. It is just not good enough on mages anymore compared to new item 3285 or item 3907 which i am really thankful to riot.

The problem is that mages already lack defensive options especially for armor and boots are a great way to extend our build path. I also want to build item 3117 now and then but losing on that flat MP on item 3020 is very costly especially after the new runes system got introduced. The whole purpose of the mage itemisation update was to extend our build paths, yet item 3020 is a must on just about any mage.

Later on in game (which rarely happens), i would like to sell boots and buy maybe a %MS speed item or go for more damage or more safe item item 3102 but that just seems impossible, as long as MP is stuck together with item 3020.

If MP was given to another item other than boots, then building it or not building it will mean you chose another item instead which you preferred (although its unlikely) but with shoes being a must on all champs (early on), mages are forced to buy Sorcerer and keep it as well regardless of how long the game runs or how much spare money you have.

The main question for me is: Why would you even want that to be taken away from sorcerer boots?

You have an entire one argument which is: You maybe want to sell boots for a full item without losing the magic penetration or want a defensive option instead. I don't see the point why you should not have to sacrifice something based on decision making. I you could swap out the shoes, either nobody would take the sorcerers anymore or everyone runs triple magic penetration.

Maybe you should instead ask Riot why there is only an option for attack speed instead of options for armor penetration or pure AD.

I feel like you want to have everything in one possible build which would always result into it being the one and only solution for mages builds. The latest AP itemization update was just trying the exact opposite: give meaningful choices depending on what you need. Have different builds that are equal in worth, but more situational.
