In season 2 base movespeed was much lower than it is today, because Riot reworked movespeed somewhere in Season 3-4. Meaning that if you didn't build any boots you'd run around with 290-320 movespeed. Good luck dodging skillshots with that.
And yes, lategame some champions would sell their boots sometimes.
