What's the point of the pbe

It seems like the players are either not noticing serious issues or the balence team isn't communicating with them. I've tried to get on the pbe for a long time and never have I been able to get in. Why is this. I give feedback all the time and I really want to help make the game better but my voice is never heard.

Large scale bugs. The PBE population is too small, matchmaking too uneven, and the singular sever all make it not possible to get as good balance results as live. Need I remind you that during the juggernaut reworks, people cried that Skarner and Garen would be worthless, and then they went live and dominated
