What part of Sejuani's kit made her so popular in Pro Play that she has to be terrible in solo q?

I don't watch a lot of LCS but I used to play a lot of Sejuani when she wasn't complete bottom tier. The cooldown nerfs on her Q make me think maybe she was engaging too often and wasn't high enough risk/reward with decisions. I'm not sure if that is right but she just feels awful to play right now.
