Were there any Tahm Kench nerfs I missed on PBE?

Kinda sucks not having any mobility whatsoever against this champ. You can't win if you don't have the damage to kill him first even when he's playing support. He doesn't care what he does, he can dive you and be fine and he can engage at any point he wants. His shield saves him from anything, he can save his allies from anything, he permaslows with his tongue lash. This champ is just too frustrating to play against without any immediate mobility that isn't flash.
