Why is it if I smite someone tower diving me it counts as an execute?

So, I was playing jungle today. I was Rammus and Ezreal was tower diving our bot lane. I arrived in time to punish him but didn't actually damage him with any of my abilities. I was able to smite him though and he died under the tower. Smite does damage to champions now, so I have to ask why is this an execute? I should've gotten a kill for this.

BLue smite? ONly blue smite does damage and slows. Red smite shouldnt give the kill over by itself since it essentially only marks the target, doesnt deal damage to him unless you hit him with red smite mark active. ANd if you do not have blue smite or red smite and you are smiting champions, then you are high.

I had the red smite, but doesn't red also damage them?

I edited my comment to include what Red smite does. No it does not damage them unless you hit them. Red smite marks the target so you take less damage from the marked target, and apply a dot on them if you auto attack them while mark is active. It does not do damage by itself
