People don't even complain about this champion in general and he only sees higher pick rates at higher elos. He also has a high skillcap, and now you've completely gutted his only method of scaling into late game (which is the only thing that really makes him a team player). Come on riot.
Nahui6 votes"Higher pick rate at higher elos". Guess what they balance this game around? Higher ELOs. His barrels absolutely obliterate mid-late game, potentially annihilating a team fight. However, unlike Amumu or Galio who have this as the ult, his is a stackcarrying low CD ability.

AstroFerrari 1 votesI disagree that this game should be balanced completely around Plat+. They're literally the top 3 to 1% of people playing this game. I get it, as you climb you find more GPs that are good and he's already on permaban, but I don't think that warrants him being not able to do what he's supposed to if he's only being played in normals. A good GP is hardly seen at Gold 4 and below.

Not saying people in bronze-gold don't play much, but you don't normally find people in plat-diamond who played 20 ranked games and then are done.
I think the game should be balanced around low elo as well, and it is. For example, 
is getting nerfed next patch, but he's really quite balanced in high elo. He's considered a pretty balanced/slightly strong jungler with his buffs. However, I understand how he can be oppressive in low elo due to his snowbally nature and low skill floor.
