Final Spark Lux1 votesHer Q doesn't have an infinite stacking mechanic, and she's also melee. She has to risk her safety and mana to get CS. Veigar doesn't have to take the same risk safety wise and gets CS on top of bonus AP that's infinitely stacking. It makes sense to give that to her so she has some reliable form of CSing when she's behind.
