Annie's passive should work like new Ryze's

They both have a simmilar charging mechanic, with activation on next spell. Difference is Ryze can only hold a charge for 12 seconds instead of indevinitely.

As a Ryze player I have to say this is a much more healthy pattern, for the player and for the opponent.

Both have to pay attention to when the charge comes up and when it comes down and it doesn't result in endless stalemates, where both avoid doing anything, because the charge is up, the player to niot waste it, and the enemy to not get hit.

Actually when annie uses the stun it already is conditional (every four spells)

The issue is when she decides to stop using any more spells to hold up stun as a warning. it is weird from both sides, becasue her opponent can't get close (same problem old Ryze had) and also Annie becomes a mage that no longer uses any magic until she decides to use the stun. This feels bad for most annie players when tehy have to stun a minion for CS.

It should, but then the mobile champs are now even harder to shut down. I agree Annie's instant stun is overpowering, along with her insane burst, but what will happen when one of the last few instant stuns is taken away?
