Is League of Legends in a better spot in terms of balance since 6 months ago?

Yep, definitely. Some nightmarish champions like Zed, Ekko, Graves, Kindred, Azir have been kind-of dealt with.
New "dynamic queue terrors" aren't nearly as oppressive, and there is much more diversity. I.e. compare how often you see Malza now with how often you saw Zed and Ekko for first months of season 6.
Yes, but thats partially due to the fact that you cant get much worse than the pre season 6 balance
