I don't understand how you can argue that Garen isn't broken
He's a 55% win rate with a 15% pick rate and 17% ban rate.
What's even worse is when you look at his win rate chart for game time.

His win rate before 25 minutes is over 60% and even in the absolute late game (40-50 minutes) does he drop to even 50% and then he shoots back up in the extreme late game.
His kits broken period especially when his is literally just press Q and run at someone and if you land it press E and W to mitigate any damage they can do to you while instantly winning the trade. I honestly think the free armor and MR on his W for farming needs to be cut in half and his E needs to bonus damage for hitting a single target removed because they literally gave him a free armor pen built into his kit making him not have to worry about building it. His W literally gives him a free 
and a free 
for a total of about 1500g worth of stats aka 9.375 extra gold per minion kill until 160 CS when he already has a damage reduction activation on his W.
