Sounds more like a problem with their counters (assassins) dealing bonkers amounts of damage in too short a period of time. The solution is to either also allow ADCs to get their damage off in a similar timeframe, or make assassins take longer to burst them.
Riot's tried both. When ADCs could frontload all their damage, mages and fighters complain because they're getting borderline one-shotted from range without counterplay. Then Riot tried the second approach, and assassins pitched a fit because they were getting slaughtered by mages' CC before they could get within range to assassinate shit. It's a lose-lose scenario.
its more of a problem with their inherent design.
if there wasnt a type of champion who would jump on them and blow them up before they can move, were back into territory where nothing can deal with them really, as long as theyre protected by their support.
they already changed assassins to have a delay on their burst to give adc time for counterplay. the result was that adc bursted assassins faster than assassins bursted adc. now they buffed lethality, and the balance tipped into the other direction again.
