Ideas on how to fix Dark Harvest

> Dark Harvest Nerf - Dark Harvest's still looking too universally effective and on too many champs too powerful. We'll be cutting its base damage (20-60 instead of 40-80) and making it so it can't trigger off proc damage to make it less in-discriminant. Hitting base in particular to reduce its lane bullying potential, would like picking a scaling rune like this to come with more early game trade off. Once those changes have hit we'll then see if we should also be considering changes post 8.24 to the reset (should it be longer, or potentially removed?) and health threshold for the trigger (would 40% instead of 50% be more appropriate?). Don't want to hit too much at once though and overcorrect, hence a couple of changes next week with further follow up if needed.
These changed will make it so no one will take it ever.
What they need to do is make it consistent and slow scaling. This way late game champs will want to take it but its not OPAF until then.
One Idea is to make it gain stacks from all kills/Assists and each stack gives +5 damage. It procs on Hard CC'ed (Root, Stun, Suppressed) Champions. Flat damage 30-90 + 25% AD and 15% AP. CD 20s Takedown lowers CD by 50%
This way you only take it if your champ or team comp has hard CC. Get a takedown and the CD is set to 10s get a second takedown and its at 5s, 3rd and its at 2.5s
Stacks are easy to track (for balance). Its does not replace Electrocute but some champs would want it over Electrocute and over Aery.
