Can we not rework abyssal scepter
But just add a new item instead?
Because you know, some champions actually use that item as it is right now

Never used it on Vlad, when I need MR, I just build Spirit Visage.
But yeah, I agree, Abyssal Scepter doesn't need rework, and the current one that is ice boxed on PBE is just AP version of Black Cleaver which won't be efficient on squishy APs because of how long it takes to apply full 30% MR shred. I can see potential customers for that new Abyssal, being mostly AP tanks like Cho or Amumu, but other than that, it is just taking away the possible item to build for a lot of AP champs. And the question is: do we really need AP Black Cleaver? MR is already stat much harder to get than armor, Void Staff, Sorc Boots and current Abyssal Scepter are enough, I don't think there's a need for another % MR shred item.

he insta killed cassio .
this item on melle assasin is a nightmare for mages .
i just wish riot rework this item and put instead another magic pen item
and its getting even more ridiculous because this item gives u 20 MAGIC PEN ,so what u can rush 
and be even for tanky + a cc reduc.
